The Cannabis Control Commission has been brainstorming ideas to improve the landscape for “social equity” marijuana businesses, those that will help communities disproportionately affected by enforcement of marijuana laws.The latest idea, courtesy of the Cannabis Advisory Board: withholding local tax money generated by the marijuana industry from cities and towns that do not create an “equity program.”“The impetus is to create a monetary carrot and stick when it comes to making sure the municipalities are complying with equity programs,” said Cannabis Advisory Board member Shanel Lindsay, founder and president of Ardent Cannabis, which developed technology to manufacture cannabis products.
